Trump proposes Russia-Ukraine energy truce as Moscow conditions deal on sanctions relief

Trump claims bilateral energy moratorium

United States President Donald Trump announced on September 14, 2026, that Ukraine and Russia had agreed to halt attacks on each other's energy targets. Writing on Truth Social, Trump claimed that the war between Moscow and Kyiv was the main cause of rising global fuel costs rather than the conflict with Iran, which entered its seventh month after US strikes on Iran in February led to the closure of the Strait of Hormuz. The social media statement followed remarks Trump delivered on September 13 in Ireland, where he urged Ukrainian President Volodymyr Zelenskyy to stop hitting Russian diesel infrastructure. Trump emphasized fuel prices ahead of the upcoming November midterm elections, following earlier visits by US envoys to Moscow and Kyiv that concluded without an announced breakthrough.

Kyiv demands enforceable security guarantees

President Volodymyr Zelenskyy responded on September 14 by outlining conditions under which Ukraine would consider halting strikes against Russian oil facilities. Ukrainian infrastructure has suffered extensive damage over the past three winters, creating vulnerabilities in civilian electricity and heating systems. Zelenskyy stated that any halt to strikes must include verified commitments that Russia will not target energy facilities, food storage, or transport systems. He also expressed concern that Russian President Vladimir Putin seeks a pause only until Russian legislative elections on September 18 to 20, while Ukrainian rail authorities reported that Russian missile strikes on the railway network worsen weekly.

So far, no one has seen any genuine willingness on Russia's part to bring the war to an end. But if our American partners can secure Russia's genuine readiness to end the war aimed at destroying lives, and to do so honestly and on a long-term basis, Ukraine will take its own de-escalatory steps.

Moscow ties truce to sanctions relief

Kremlin spokesman Dmitry Peskov addressed the proposal on September 15, calling the concept of a mutual infrastructure moratorium a positive suggestion. Peskov stated that halting refinery attacks would not independently stabilize markets, arguing that high prices stem from broader international developments and Persian Gulf shipping disruptions. The Kremlin established two conditions for a broader market recovery, demanding security guarantees for commercial tankers in the Black and Azov seas alongside the complete removal of Western sanctions on Russian energy exports. Peskov added that Moscow will remain in communication with Washington to discuss the details of the American initiative.

And the second thing that needs to be done is, of course, to lift sanctions and these unlawful restrictions on energy supplies. Only then will the world be adequately supplied with these petroleum products, global markets will stabilise, and prices will move lower.

Air strikes continue across the region

Military operations continued across multiple fronts on September 15 despite the diplomatic rhetoric. Russian missile and drone strikes hit petrol stations in Kyiv, killing one person and injuring seven according to Ukraine's State Emergency Service. Russian attacks also killed two people across Sloviansk and Kramatorsk, while an attack on an agricultural warehouse in Pryluky killed three workers and injured seven. Russia's Ministry of Defence reported intercepting 222 Ukrainian drones overnight as Kyiv targeted Russian industrial facilities. Beyond the front lines, a NATO fighter jet shot down a drone near Kaunas, Lithuania, after it entered from Belarus.
