Trump pledges $5,000 dividend to every US adult if Republicans win midterm elections

At a party convention in Dallas, Donald Trump promised $5,000 checks to adult citizens if the GOP retains Congress on November 3, despite fiscal concerns and low approval ratings.

At a Republican midterm convention at the American Airlines Center in Dallas on Wednesday, President Donald Trump promised to distribute $5,000 payments to every adult American if Republicans keep control of both houses of Congress in the November elections. Trump termed the proposed payout the "Trump Dividend", comparing the cash distribution to corporate payments made to shareholders. The only explicit condition Trump attached to the proposal was that recipients must spend the money within the United States.

Fiscal impact and legislative reaction

The proposed distribution would cost more than $1 trillion, adding to an annual federal budget deficit that currently sits near $1.8 trillion. Total United States national debt exceeded $40 trillion for the first time last month, while tariff revenue remains constrained following a Supreme Court decision last year that dismantled much of the administration's tariff system. Any federal payout of this scale requires congressional approval and funding appropriations. Following the address, Republican Senator Bernie Moreno of Ohio announced plans to draft implementing legislation.

The $5,000 proposal follows earlier cash distribution plans from Trump, including a $1,776 "warrior dividend" paid to military personnel last year and a separate $2,000 dividend concept suggested earlier this year. The figure also exceeds direct individual relief checks issued during the COVID-19 pandemic.

Midterm election outlook

The November 3 midterm elections will decide all 435 seats in the House of Representatives and 35 of the 100 seats in the Senate. Republicans currently hold majorities in both chambers but face pressure in national polling, with Trump's public approval ratings falling into the low 30s alongside public opposition to the ongoing war in Iran and elevated living costs. During his address, Trump urged supporters to treat the congressional races as a direct vote on his administration, asking them to act as though his own name appeared on the ballot.

Campaign strategy and foreign policy remarks

Trump announced plans to travel across 35 states with contested congressional races in the 55 days remaining before the vote. In Texas, he endorsed Republican candidate Ken Paxton for the Senate over Democratic challenger James Talarico. Trump also used the speech to defend the military conflict with Iran, stating that victory would lead to reductions in oil and food prices. During the remarks, Trump also proposed renaming the Strait of Hormuz as the "Trump Strait" and changing the name of New Mexico to "New America", while arguing that an opposition victory would turn the country communist.
