Spain launches Casa47 public housing portal with 816 rental units across five regions

The Spanish government has opened Casa47, a state platform offering long-term public rental leases capped at 30% of tenant income, though initial availability excludes Madrid, Barcelona city, and Andalusia.

The Spanish government has launched Casa47, a state web platform designed to manage and allocate public rental housing under the Ministry of Housing and Urban Agenda. Created through the restructuring of the state land entity Sepes, approved by the Council of Ministers on Tuesday, the system allows residents to search public properties and submit lease applications online. Spanish Prime Minister Pedro Sánchez presented the initiative alongside Housing Minister Isabel Rodríguez, arguing that private market rental costs have made housing inaccessible for working households.

Sánchez also cited data under the national Housing Law indicating that rental contract prices fell 4.7% in Barcelona and 4% in Guipúzcoa following public regulation.

Geographic distribution and regional reactions

The platform launched with 816 homes in its total inventory, comprising 171 units previously assigned during a pilot phase and 645 properties in an active call. Search results registered 638 active properties across five autonomous communities. These initial listings originate from assets transferred by Sareb, the state asset management agency. The Valencian Community holds 401 properties, Galicia has 99, Catalonia has 93, Navarra has 34, and Asturias has 18. In Catalonia, listings appear in municipalities such as Vic, El Vendrell, Sant Feliu de Codines, and La Ràpita, with none inside Barcelona city.

In Valencia province, 88 listings are distributed across eight municipalities. Rents range from 350 euros per month for a 45-square-metre flat in Carlet to 1,066 euros for a 151-square-metre unit in San Antonio de Benagéber, with intermediate rates in Albuixech and La Pobla de Farnals. The initial catalogue contains zero listings in Madrid or Andalusia. Andalusia housing councillor Rocío Díaz criticized the geographic allocation.

The Ministry of Housing explained that acquired Sareb properties required renovations prior to tenant occupancy, adding that new listings in Madrid and Seville will appear before the end of the year. The government has allocated a 100-million-euro tender to purchase additional units and plans to add 1,500 homes across Spain.

Rental pricing and applicant eligibility

Private rental costs in August 2026 averaged 14.86 euros per square metre nationwide according to pisos.com, rising 8.55% year on year. Regional prices reached 21.80 euros in the Community of Madrid, 19.01 euros in the Balearic Islands, and 16.84 euros in Catalonia, while property portal Idealista measured the national average at 15.10 euros per square metre.

Casa47 caps rental costs at 30% of tenant net income. To qualify, household net income must fall between 2 and 7.5 times the IPREM benchmark, representing roughly 16,800 to 63,000 euros annually. Applicants must hold Spanish nationality or legal residency and cannot own another home, except in cases involving uninhabitable structures, court divorce settlements, accessibility modifications, or inherited non-primary residences. Applicants register using Cl@ve or electronic certificates. Initial lease agreements run for 14 years with automatic seven-year renewals up to 75 years, while statutory protections permanently bar the properties from privatization or sale to investment funds.
