Catalonia storm floods Barcelona transport and leaves one motorist dead in Olivella

A driver died in Olivella in the Garraf comarca after floodwaters swept a vehicle into a seasonal stream on Wednesday night. Firefighters from the Bombers de la Generalitat recovered the body early Thursday morning approximately 500 metres downstream from the trapped car. In Barcelona, a 34-year-old motorcyclist died in a collision with a taxi at the intersection of Travessera de les Corts and Entenca during the heavy rain. Emergency operators handled 1,130 calls to the 112 line, mostly originating from the Barcelones comarca. Barcelona firefighters received 216 notices and carried out 47 direct interventions for flooding, fallen debris, and electrical faults. Alberto Nunez Feijoo requested maximum precaution across eastern Spain following the fatality in Catalonia.

Transport disruption and urban damage

The storm caused cancellations of up to 80 flights at Barcelona-El Prat Airport and disrupted rail networks across the metropolitan area. Water leaks inside the metro network forced Transports Metropolitans de Barcelona to close the central platform at Fabra i Puig on line L1, while line L4 operated only between La Pau and Verdaguer with substitute buses running to Trinitat Nova. On the Rodalies rail network, two sinkholes near rail burial construction in Montcada i Reixac halted lines R2, R2 Nord, and R11 between Sant Andreu and Granollers Centre until rail operator Adif resolved the issue at 14:00 on Thursday. Road traffic on the B-20 Cacador Tunnel was halted from 21:46 until 02:40, while firefighters rescued stranded motorists on the Ronda de Dalt. All schools opened on Thursday morning despite 30 registered building issues, including minor flooding at ten childcare centres and music schools.

Rainfall intensity and alert timing

Meteorological stations recorded short downpours across several comarcas between 22:00 on Wednesday and 03:30 on Thursday. The weather agency Meteocat measured 57.4 litres per square metre in 30 minutes in Sant Pere de Ribes, 46.1 litres in Vacarisses, 38.1 litres in Canyelles, and 20.6 litres in Vilafranca del Penedes.

Civil protection authorities sent an ES-Alert message to mobile phones across Barcelones and Maresme at 21:33 on Wednesday. The alert prompted public discussion over its timing because rain and thunder had begun nearly an hour earlier in Barcelona. Interior Minister Nuria Parlon defended the decision at a joint briefing, explaining that the storm was rated as danger level four on a six-point scale.

Alerts are not sent lightly.

Infrastructure adaptation and municipal response

Mayor Jaume Collboni defended the emergency alert schedule, stating that municipal agencies issued guidance on Wednesday morning and followed objective protocols as conditions evolved. Collboni noted that the city council has doubled investment in stormwater retention tanks over the last three years to capture runoff and filter it before releasing it into the sea. He stated that the city will evaluate potential structural modifications to the Ronda de Dalt highway and the metro network to prevent future flooding during severe weather events.

Civil Protection deactivated the Inuncat emergency flood plan at midday on Thursday as conditions stabilized across the region. Barcelona City Council concurrently lifted its municipal emergency plan for drainage risk at 11:30.
