US blocks Iran nuclear chief Mohammad Eslami from IAEA Vienna conference
The United States objected to a UN Security Council sanctions waiver, prompting Austria to revoke a travel visa for Iranian Atomic Energy Organization head Mohammad Eslami ahead of the IAEA General Conference in Vienna.
Visa revocation and diplomatic confrontation
The United States blocked Mohammad Eslami, the head of the Atomic Energy Organization of Iran and Iranian vice president, from attending the International Atomic Energy Agency General Conference in Vienna on 14 September 2026. Eslami and his accompanying delegation returned to Tehran after Austrian authorities revoked his entry visa at the start of the five-day annual assembly. Eslami had regularly attended and addressed the conference since his appointment in 2021. Austrian Ambassador Christian Ebner informed member states that Austria requested a travel ban exemption from the United Nations Security Council sanctions committee, but the application was denied after a formal United States objection. In response, Iranian Foreign Ministry spokesperson Esmaeil Baghaei announced that Tehran summoned Austria's chargé d'affaires to protest the visa cancellation. Iranian ambassador to the IAEA Reza Najafi lodged an official objection during the opening session.
The cancellation and so-called legal justification advanced for it are a stark indication of a political act and advanced formal politicisation of this organisation.
Sanctions mechanism and legal dispute
Iranian nuclear officials and Russian representatives described the travel denial as part of a wider effort to block Iranian officials from attending multilateral forums. Behrouz Kamalvandi, a senior official at the Atomic Energy Organization of Iran, characterized the exclusion as politically motivated coercion.
Denying access to the general conference sets a precedent that will affect everyone. And that is why we must oppose such vexatious political pressure.
Eslami was originally placed under United Nations travel sanctions in 2008 when the Security Council determined he led a military research institute linked to past nuclear weapons research. Those measures were suspended under the 2015 Joint Comprehensive Plan of Action and UN Security Council Resolution 2231. The agreement unraveled after President Donald Trump withdrew the United States in 2018. Last year, France, Germany, and the United Kingdom invoked the accord's snapback mechanism to reinstate United Nations sanctions, including travel bans and conventional arms restrictions. Neither Iran nor Russia recognizes the validity of the reimposed snapback penalties.

Escalating tensions at the nuclear watchdog
United States Ambassador Preston Wells Griffith III confirmed that Washington opposed the travel exemption in New York to uphold the United Nations sanctions framework. Griffith stated that Eslami oversees the production of near weapons-grade uranium while Iran withholds cooperation from international monitors.
His participation would have only resulted in Iran exploiting IAEA proceedings as a stage for propaganda while sidestepping substantive concerns.
The dispute at the annual meeting follows an IAEA Board of Governors resolution in the preceding week that referred Iran to the United Nations Security Council. The resolution, sponsored by the United States, Britain, France, and Germany, expressed concern that the agency lacks access to Iranian nuclear facilities and holds no up-to-date data on uranium stockpiles. The IAEA previously assessed that structured research related to nuclear weapons ended in 2003, though Iranian authorities consistently maintain that their nuclear program is exclusively peaceful.
